EBA in Action: Adastra and CBI Health’s Cloud Migration Treatment Plan

Diagnosing CBI Health’s Infrastructure Challenges

CBI Health, Canada’s premier community healthcare provider, delivers rehabilitation programs in over 250 locations across Canada. They faced the challenge of managing a vast operation on outdated on-premises VMware infrastructure. High maintenance costs and the constant need for dedicated monitoring and management resources were diverting critical attention away from their core mission. Their legacy infrastructure was a roadblock to modernization efforts.

Recognizing the limitations of their expertise in navigating the complexities of cloud migration, CBI Health needed leadership and a reliable partner to guide this transition. The organization sought a solution that not only addressed their current infrastructure challenges but also equipped them to scale and adapt to future healthcare demands. They needed to establish a centralized data lake and data warehouse architecture to enable new BI reporting and AI/ML workloads. The goal was to allow for data-driven operational processes.

Adding to the urgency was a tight timeline: CBI Health needed to quickly migrate away from their outdated data center to a more flexible and scalable infrastructure. They also wanted to avoid further operational disruptions and to stay competitive in the rapidly evolving healthcare industry. This set the stage for a strategic partnership aimed at reinventing CBI Health’s technological backbone, ensuring they could continue to deliver exceptional care with greater efficiency and resilience.

Prescribing a Cloud Migration: Adastra and AWS Join CBI Health

Figure 1: Timeline of the migration process.

CBI Health chose Adastra, Canada’s first EBA-certified AWS partner, for a lift-and-shift migration using the AWS Migration Framework. After assessment, the Mobilize phase began with EBA onboarding, an AWS Control Tower landing zone, and data center-to-AWS connectivity; with the architecture approved, we executed wave-based migrations using AWS Application Migration Service. An EBA team (including a CIO, project manager, application, security, and migration specialists) worked backward from the desired end state to define skills, architecture, and training, remove blockers, and align stakeholders. The lift-and-shift approach delivered speed and minimal disruption, reduced risk and cost, avoided end-user retraining, and, over two EBA sessions, migrated more than 100 servers to AWS.

Adastra’s solution took advantage of the following services:

  • AWS Application Migration Service: Automated, tested, and monitored server migrations with minimal disruption.
  • AWS Control Tower: Set up the CBI Health landing zone in hours, configuring accounts, logging, guardrails, and directory integration in a single session.
  • AWS Systems Manager: Automated Windows patching to keep servers up to date while reducing manual overhead.
  • AWS Direct Connect and AWS Transit Gateway: Delivered consistent, high-throughput connectivity and simplified VPC interconnections.
  • Amazon S3: Provided a scalable, high-performance, cost-effective backup solution.
  • Amazon EC2: Migrated select Windows workloads with license flexibility and cost-efficient EBS-backed performance.
  • AWS Key Management Service (KMS): Centralized encryption across accounts and services to meet compliance while reducing cost and operational overhead.

Seeing the Results: CBI Health’s Symptoms Improve with Cloud Integration

Through the EBA process and the ability to quickly resolve blockers, the project was delivered 20% earlier than projected and resulted in tangible lessons to improve internal processes for future modernization efforts. Rather than spreading each wave over several weeks, the team executed the core cutovers in single-day EBA sprint sessions, resolving blockers in real time.

The collaboration was a resounding success, achieving significant milestones for Adastra and CBI Health:

  • Migration of over 100 servers in just 100 days
  • Transfer of more than 70 TB of data to the AWS Cloud
  • 20% cost savings on compute and storage resources
  • Enhanced security posture through AWS-native services
  • Improved scalability and reliability of systems
  • Access to AWS’s innovation ecosystem and thought leadership
  • Foundation laid for future modernization, including AI/ML workloads

“Adastra’s close collaboration with our operations, applications, and security teams was pivotal in architecting the optimal solution. Migrating over 100 servers to AWS in under 100 days was a remarkable achievement. Now fully hosted on the AWS Cloud, we’ve migrated more than 70 terabytes of data, unlocking significant cost savings and operational efficiencies.” – Mark Segal, Chief Information Officer, CBI Health

Frequently Asked Questions

AWS Experience-Based Acceleration (EBA) is a hands-on, sprint-based method that turns cloud migration plans into execution. Cross-functional teams work together to remove blockers live, align architecture and skills, and move workloads faster with lower risk. Use EBA when you have tight timelines, complex stakeholder alignment, skills gaps, or need to accelerate a lift-and-shift or landing zone rollout.

Traditional programs spend weeks documenting plans before execution. EBA compresses this by running collaborative sprints that deliver tangible outcomes (e.g., landing zones, migrated waves) while upskilling teams. Blockers are resolved in-session, decisions are made with all stakeholders present, and the work is structured backward from the desired end state, producing measurable progress each sprint and reducing overall risk and duration.

Adastra led EBA sprints to stand up a governed AWS Control Tower landing zone, establish secure connectivity from the data center, and migrate priority workloads with minimal disruption. Core implementation included:

  • Multi-account setup, centralized logging, and guardrails via AWS Control Tower
  • Data center connectivity using AWS Direct Connect
  • Inter-VPC routing simplification with AWS Transit Gateway
  • Centralized encryption with AWS Key Management Service (AWS KMS)
  • Automated patching with AWS Systems Manager
  • Wave-based migrations via AWS Application Migration Service
  • AWS Application Migration Service: Automated lift-and-shift with testing and monitoring
  • AWS Control Tower: Fast, governed multi-account landing zone
  • AWS Systems Manager: Automated Windows patching and operations
  • AWS Direct Connect: Consistent, high-throughput private connectivity
  • AWS Transit Gateway: Scalable, simplified VPC interconnects
  • Amazon S3: Cost-effective, durable backup and staging storage
  • Amazon EC2: Flexible, performant compute for Windows workloads
  • AWS Key Management Service (AWS KMS): Centralized encryption and key control

The program ran approximately 100 days end-to-end. Within that period, two EBA sprint sessions executed wave migrations in single-day events.

  • Assess: Inventory, readiness, architecture targets
  • Mobilize: EBA onboarding, Control Tower landing zone, connectivity
  • Execute: Wave-based migrations via AWS Application Migration Service (two EBA sprints)
  • Validate: Testing, security hardening, cutover
  • Optimize: Cost right-sizing, patch automation, runbooks
  • Migrated 100+ servers to AWS in ~100 days
  • Transferred 70+ TB of data
  • ~20% savings on compute and storage
  • Improved scalability and reliability of core systems
  • Enhanced security posture (centralized encryption, logging, guardrails)
  • Minimal end-user disruption during cutovers
  • Foundation laid for modernization, including BI reporting and AI/ML workloads
  • Delivered approximately 20% earlier than originally projected

EBA emphasizes short, well-orchestrated waves with rehearsals and real-time blocker resolution. It uses governed landing zones, least-privilege IAM, centralized logging, and encryption to harden the environment. Teams follow runbooks, execute cutovers in planned windows, validate workloads, and keep rollback options ready—allowing rapid migration with minimal end-user retraining and lower operational risk.

EBA sets a secure, governed foundation (Control Tower, logging, guardrails, encryption) and operational automation (patching, runbooks) that data-driven workloads depend on. The program clarifies data lake and warehouse architecture needs, aligns stakeholders, and upskills teams through hands-on sprints. The result is a ready environment and trained staff to support modern BI and to safely explore AI/ML initiatives.
